do you think they can do some kind of web publication/video afterwards? or will they take non AU participants if we are available at the right time? early morning in the UK presumably so not undoable.

I am not sure. You could try seeing what happens with registration and it may work for you anyway - though it may limit you according to IP. You could always use a a VPN blocker (like Hola)  to see if that works for  you to get around that issue. According to the registration pages slides won't be provided and they are running the course next year so it is unlikely there will be any web publication. I think the idea is that this is an interactive webinar so to get the most out of it you would have to watch at the time. They will be sending a link to log in and again you may need to use some sort of blocker to get in. I am not sure on what basis they have decided for Australia only or how strongly they would try to enforce it. 

You are right the time is pretty friendly to UK I think it would be around 8:30 am each week.
