My d is now 14, she has been self-harming and suicidal for the past 6 months (that we are aware of).  She was diagnosed anorexic last April but we refed and she gained up to her target weight and then some.  My question is has been deemed that she is need of secure treatment for her self-harming and suicidality (she can not be home right now as she is a true danger to herself).  her ED has resurfaced and she is trying to restrict while in care at a treatment facility.  Does anyone know if it is possible for her not to be accepted at a secure treatment facility given that her ED is active once again.  She is currently medically stable.

Sorry to hear that your D is so ill at the moment and that ED, self harm and suicidality are all present. They do unfortunately often go together. 

I am not in Canada (I think you are) so can only speak to my experience here in Australia where the need for secure treatment for suicidal behaviour trumps all other illnesses. That is an ED does not stop the need for this but must be treated along side it. I would be surprised if that was not the case there too, that is the most urgent treatment must be done first in a crisis and then other issues will need to be managed at the same time. 

D diagnosed restrictive AN June 2010 age 13.5. Weight restored July 2012. Relapse and now clawing our way back. Treatment: multiple hospitalisations and individual and family therapy.

I don't know the rules in Canada but I think fellow forum member iaminspired is from Canada.  Maybe send her a back channel email asking for some advice.
